As per the 2024-2025 ILO P&B (outcome 3 and outcome 8 – output 8.3) and the proposed 2026-27 ILO P&B (outcome 3), the work on employment for just transition and social justice is a strategic element of the ILO’s work, linked directly to the realization of the organization’s mandate. As such, this work will continue, and future interventions will build upon what ADWA’ has accomplished in the three countries
action_plan:
In Egypt, DWT/CO-Cairo is currently coordinating with the UN RC office to provide inputs into the revision/development of the NDCs by the Government of Egypt. Results from the JTAM (GJAM renamed into Just Transition Assessment Model) will be used for this purpose but will also be expanded, including from a skills perspective to bring just transition elements into Egypt’s NDC 3.0 update. Specific follow-up activities targeting workers and their organizations are also in progress. In Morocco, work on the development of the Just Transition Model has started early 2025 by engaging the Haut Commissariat au Plan (HCP). The model development will be taken over by another project, supported by ILO HQ and is expected to be completed by the end of 2025.

Recommendation 3: Expand and Integrate Green Jobs and Employment Initiatives It is recommended that the ILO, national Governments and Constituents continue to expand the GJAM studies and integrate green employment initiatives into national strategies and policies in Egypt, Morocco, and Tunisia. This includes incorporating findings from GJAM studies into national policies, providing capacity building for stakeholders, and aligning these initiatives with broader sustainability and climate resilience goals.
