On programme Design:
✓ Future interventions should revisit the Theory of Change and the Programme strategy to integrate the needs of women, youth, persons with disabilities, including women with disabilities, and owners/managers of the MSMEs into the programme’s Logical Framework. This should demonstrate a chain of results leading to a positive change at the impact level.
✓ Ensure greater involvement of the social partners (private sector and trade unions) in the project logic and activity.
✓ The lessons learned from the final evaluation should be carefully considered in the next phase, and further reflection should be carried out to operationalize them into actions.
✓ The logframe should include qualitative indicators, including targets in gender equality and disability inclusion.
✓ Targets should be disaggregated by sex, age and disability where possible.
✓ Youth (men and women), Women-led and persons with disabilities organizations (OPDs), should be consulted.
✓ ACTRAV and ACTEMP should be involved at all stages of the Programme Cycle to ensure that all the components of the programme design include activities, outputs and results in the interest of employers’ and workers organizations.
✓Alignment with relevant ILO CPOs should be incorporated into the logical framework
