When it comes to nomination of training participants, then it is difficult to reach a gender-balance. But the project put in a lot of efforts already in the past to ensure a better gender balance and efforts will continue in this regards.
action_plan:
The focus on METI 2 is more on capacity-building of workers, enterprises and public authorities. The up-coming training programmes are more hands-on and more consideration will be given to gender-aspects.

To the ILO, EMPINVEST. On capacity building strategy: ✓ Develop a solid cost-effective capacity building strategy at regional and national levels, based on problems, needs, gender and stakeholder analysis, building on the results achieved through the participatory and peer approaches. ✓ Technical training should consider prior assessments of knowledge and skills of tripartite constituents. ✓ Provide more operational and detailed assistance for the development and implementation of pro-job trade and investments policies, beyond general analytics and principles. ✓ Training should be gender-sensitive, given the fact that women remain in minority in the labour market in the region and face difficulties in achieving a free and meaningful participation in a male dominated society. ✓ ACTRAV and ACTEMP at the ILO regional offices should be consulted when designing the capacity building strategy.
