- comments:
- The project has been implementing the detailed workplan to strengthen MRCs through legal advocacy, empowering trade unions and employers' organizations (e.g., in Kenya, COTU-K MRC, and in Somalia, FESTU MRC), and also plans to support NOTU in Uganda. In addition, the project established and strengthened MRCs under MoLS in South Sudan, Kenya, and Ethiopia.
- action_plan:
- 1) Revise a project workplan by increasing the engagement of stakeholders and partners and returned migrants through national-level technical working group (TWG) meetings and regional-level labour migration advisory group (LMAG) meetings.
2) Strengthen MRCs through legal advocacy, empowering trade unions and employers' organizations. The project has been closely working with the ILO constituents to establish and strengthen the MRC.
3) Expand SIYB and GYB training through NGO collaborations, mobilizing returnees as migration ambassadors. The project is expanding SIYB and GYB in Ethiopia, Kenya, and Uganda.
4) Enhanced recognition of prior learning (RPL) mechanisms will improve migrant protection, skills recognition, and reintegration outcomes. The project has been supporting the implementation of RPL in Ethiopia and Kenya.

- Recommendation 2. Strengthen Existing Initiatives for Greater Stakeholder Engagement and Sustainability: To enhance ownership, sustainability, and impact, the project should expand and reinforce existing initiatives by increasing stakeholder participation and institutional partnerships. Strengthening MRCs through legal advocacy, empowering trade unions and employers' organizations, expanding SIYB and GYB training through NGO collaborations, mobilizing returnees as migration ambassadors, and enhancing Recognition of Prior Learning (RPL) mechanisms will improve migrant protection, skills recognition, and reintegration outcomes.
