- A new project focusing on formalization has been launched, building on and in strong synergy with the SOLIFEM project. Within this new intervention, the integration of the gender dimension has been systematically addressed at multiple levels, as outlined below:
Project design:
From the outset, explicit gender equality objectives were incorporated into the project design. These are reflected, in particular, in the establishment of clear quantitative targets for women’s participation in training activities, as well as in the planning of dedicated measures that take into account the specific constraints and needs of women, notably through targeted awareness-raising initiatives.
Gender-sensitive diagnosis and analysis:
In continuity with the studies and diagnostics conducted under the SOLIFEM project, the new project adopts a gender-sensitive analytical approach. In this regard, a study is currently underway to develop a typology of informal agricultural workers. This exercise will inform the development of differentiated and tailored formalization strategies for the various identified categories, while taking into account the specific characteristics and vulnerabilities of women engaged in informal agricultural work.
Implementation of activities:
Project activities have been designed to specifically target women, with a view to addressing their needs and concerns in the formalization process. In this context, a targeted awareness-raising initiative has been implemented to promote the integration of women’s economic activities into the auto-entrepreneur status. This initiative aims to increase women’s uptake of this scheme by showcasing practical examples of women who have successfully formalized their activities, as well as the benefits derived from formalization.
Furthermore, the project has engaged the Rural Women’s Unit, a governmental entity responsible for supporting rural women in Algeria, both in the development of a guide on the formalization of agricultural workers and activities, and in the implementation of awareness-raising actions targeting rural women. In this perspective, a group of staff from this unit will benefit from a capacity-building programme aimed at strengthening their role in supporting rural women throughout the formalization process.
Monitoring and evaluation:
The project’s monitoring and evaluation framework will incorporate a gender-sensitive approach, notably through the use of sex-disaggregated indicators. This approach is intended to systematically assess the differentiated effects of project interventions on women and men, and to inform adaptive management of project activities accordingly.

The Project document highlighted that measures would be taken to ensure the project's gender mainstreaming and gender sensitivity. However, reporting and project deliverables do not indicate that this has occurred beyond the disaggregation of monitoring data and the equal participation of women in the project activities. Future projects should, for example:
- Consult with female stakeholders and beneficiaries and prepare a brief reflecting their specific perceptions of the project content.
- Discuss/pilot training activities with female beneficiaries and record how they perceive the suitability of the methods and content. Elaborate what adjustments were made to the materials to reflect the discussion results.
- Monitor activities and trace/follow up with beneficiaries (e.g., surveys or short interviews) to measure whether the activity created equal results and what barriers (if any) prevented women from taking the training/activity results forward.
- Report in annual reports what other measures were taken to mainstream gender.
