The development of the Shock Responsive Social Protection Protocol (SRSP protocol) has been an MoSD-UNICEF led initiative under the first phase of project implementation. the Protocol has been discussed and endorsed following multi stakeholders consultations. Within the ongoing project "PSE-24-03-EU (109659), ILO OPT is working closely with UNICEF to advocate for and integrate the SRSP protocol [https://www.unicef.org/documents/programme-guidance-strengthening-shock-responsive-social-protection-systems] into the work of the humanitarian and developmental partners members of the SPCVA TWG. A devoted session of the TWG's meeting was conducted in April 2025 to initiate this, as a starting point. The ongoing crisis in Gaza and the escalating hostilities in Northern West-Bank increased the need for further institutionalization of the emergency and shock responsive protocols, and -as the process just started- ILO will devote further efforts and resources to work with MoSD and other partners to ensure that the social protection structures are shock-absorbing and responsive. The ILO will continue to provide support through multiple engagements in the sector, including the upcoming submission of a proposal to the M-GA SDG Fund, currently under preparation, in which shock-responsive social protection (SRSP) is identified as a key priority.
