As suggested in the Evaluability Assessment, future projects should include more tools for measuring capacity improvements, e.g. pre training capacity needs and post-training evaluation and or follow up with participants. Projects should also include indicators for how the project has strengthened administrative efficiency and to measure service quality/delivery
