- The implementation and progress monitoring of the project was guided by the logical framework approved. For future projects, we recommend conducting an early evaluability assessment during inception phase along with closer collaboration with the Evaluation Office in the design and management of monitoring tools that facilitate effective monitoring of project activities. This is central to ensure causal pathways in the Theory of Change are clearly defined and contribution of activities to the achievement of project outputs and outcomes enhanced. In addition, we recommend revisiting the results framework during inception and early project implementation phases to ensure greater alignment of the project with national stakeholders’ needs. For this, regular and direct discussions with the donor (from design to implementation phase) and the ILO Office are also essential to ensure donor- and Office-specific requirements are reflected in project design and work plans developed.

- In all future project, ensure that the monitoring and reporting system set out in the project document is fit for purpose and can measure progress towards outcomes and impact. Project design needs to be thoroughly checked to ensure that there is a coherent Theory of Change and that mechanisms are in place to collect meaningful performance data. The ILO’s Evaluation Office can provide some advice on these matters or an “evaluability assessment” can be made. In all cases, the expectations and data requirements of the funding partner need to be understood and agreed on.
