While the project did not have a structured mechanism to operationalise gender or disability inclusion, female participation in enterprise-level activities was prioritized and the ILO rights-based framework incorporated in tools developed. To strengthen gender and disability inclusion in future projects, an early inclusion assessment would be helpful in guiding the project design and inception phase.
