The RBSA project's experience has demonstrated that operational flexibility is an essential lever for maintaining continuity of action in an environment characterized by multiple and unpredictable crises. It is therefore recommended to explicitly integrate adaptive management into the action plans of future social reform initiatives. This involves the establishment of rapid rescheduling mechanisms, the creation of contextual monitoring units capable of anticipating changes in the environment, and the systematic use of digital technologies to facilitate teleworking, hybrid training, and remote management. Such an approach would strengthen institutional resilience and the agility of interventions.
