- R.2 | Sustain and extend structured social dialogue through a multi-stakeholder roadmap: The CAOSS has enabled a revival of dialogue, but its functioning remains fragile.
• The redeployment of social dialogue through the CAOSS represents a significant, but still fragile, step forward in the participatory governance of the social protection system. To consolidate this momentum, it is recommended that a multi-year roadmap for social dialogue be adopted, structured around regular and inclusive mechanisms. This roadmap should include the organization of annual general meetings of the PNPPS, the expansion of the CAOSS's membership to include representatives of the informal sector, youth, and women, as well as the legal recognition of the CAOSS as a permanent body for strategic consultation. Such a structure would strengthen the legitimacy, continuity, and impact of multi-stakeholder decision-making processes.
