• The guidelines applied within the framework of the RBSA project have demonstrated that it is possible to reconcile the efficiency of HIMO (High Intensive Labor) works, social inclusion, and environmental responsibility. To ensure its sustainability and widespread adoption, it is recommended that a harmonized regulatory framework of social and environmental safeguards be adopted, applicable to all labor-intensive public projects. This framework should include mandatory clauses in calls for tenders, social and environmental performance indicators, as well as specific requirements for the representation of vulnerable groups—including women, young people, and people with disabilities—on HIMO projects. Such an approach would help anchor inclusive and sustainable approaches at the heart of public temporary employment policies.
