• To ensure the sustainability of capacity-building achievements, it is essential to move beyond one-off actions to a structured and sustainable system. It is therefore recommended to develop an institutionalized, certified continuing education program in collaboration with Haitian universities and international technical centers. This program should integrate the modules already developed under the RBSA project, offer professionalization paths adapted to the specific needs of ONA, OFATMA, MAST, and CAOSS executives, and include a mentoring system to promote the intergenerational transfer of skills. Such an approach would contribute to sustainably professionalizing the management of the social protection system.
