The political, social and security environment is to be considered at the time of the project implementation. Social protection reform has been identified as a tripartite priority by ILO constituents in Haiti during the transition from SJO to POS.

R.5 | Extend the deployment of OpenIMIS to other social institutions: The successful introduction of OpenIMIS at OFATMA is a good technological practice. • The successful introduction of the OpenIMIS platform at OFATMA represents a strategic step forward in the digitalization of social protection services. To capitalize on this technological best practice, it is recommended that a multi-sector OpenIMIS integration plan be implemented, including the ONA, MAST, and CAOSS. This deployment should be accompanied by particular attention to the interoperability of data systems, targeted training of key users, and rigorous security of sensitive databases. Such an extension would promote more integrated, efficient, and transparent management of social security schemes, while strengthening institutional coordination.
