• The evaluation highlights a lack of formal mechanisms to consolidate, disseminate, and replicate learning from reform projects. To address this gap, it is recommended that a national social protection capitalization and innovation unit be created under the auspices of the MAST and in collaboration with technical partners. This multi-sectoral entity would be tasked with archiving, updating, and disseminating the technical tools produced (guides, standardized operating procedures, training modules), documenting innovations and adjustments that have proven effective, and supporting institutions in adopting evidence-based practices. Such a structure would strengthen institutional memory, promote collective learning, and support the continuous improvement of social policies.
