- The CO fully agrees that sustainable impact requires long-term investment in national institutions. In future joint programming, the CO will prioritize multi-year engagement strategies in partnership with UNCTs and other PUNOs to strengthen the capacity of labour ministries, employers’ and workers’ organizations, business chambers, and local civil society. The CO will work to coordinate and align programme support with national policies and budgets, ensuring institutional ownership, reducing reliance on external funding, and supporting integration into national systems for sustained outcomes.

- To address this, the CO commits to the following actions for future joint programming:
1) Alignment with National Budgets and Workplans: Work with governments and constituents to ensure that supported initiatives are reflected in national and sectoral budgets and support costed action plans that guide long-term resourcing and implementation.
2) Enhancing Local Ownership and Leadership: Ensure government and national partners leadership in programme steering and decision-making & facilitate joint planning, monitoring, and review processes.
3) Strengthen Public-Private Dialogue and Partnerships: Support mechanisms that enable continuous engagement between government, private sector, and civil society to ensure relevance and adaptability & promote shared responsibility for sustaining outcomes.

Ultimately, achieving lasting change will require longer-term implementations, stronger national budget commitments, better alignment between training systems and market demands, and enhanced local capacity. Where these elements are present, as in Fiji’s efforts to institutionalize AIS systems within maritime operations, there are encouraging signs that programme impacts can be maintained and scaled over time.
