- The CO recognizes the value of scaling successful interventions such as Quality Apprenticeships, the School-Enterprise Programme, and Smart Islands. These models have demonstrated strong potential in advancing decent work, formalization, and digital inclusion across the Pacific.

- To build on these successes, the CO will:
1) Promote replication through regional platforms by facilitating peer learning, exchange visits, and technical cooperation among SIDS, with a focus on locally adapted models that reflect diverse socio-economic contexts.
2) Leverage lessons learned to mobilize resources, including through joint proposals, multi-agency programming, and stronger engagement with development partners, UNCT, governments, and social partners.
3) Encourage joint ownership and co-investment by supporting mechanisms that allow national stakeholders such as ministries, unions, employer groups, and CSOs to take leadership in adapting and expanding proven models.

- Recommendation 7: Scale successes Support replication of successful models (e.g., Quality Apprenticeships, School-Enterprise Programme, Smart Islands) across SIDS through regional exchange platforms. Leverage the achievements and lessons learned to access incremental funding and deliver expanded impacts, drawing on the relationships and examples delivered in the JP to mobilize and unite social partners and stakeholders, reinforcing their roles and encouraging joint implementation and funding responsibilities. Further programming for increasing access to reliable internet should include education and mechanisms to mitigate misuse of internet access across stakeholder ages and abilities. Relates to the following conclusions: Entrepreneurship and labour market interventions (Outcome 1) were particularly impactful, with over 400 SMEs and 30 organizations benefiting from cross-sectoral training (ILO, 2024e). Noteworthy successes include formalization of informal youth- and women-led enterprises and strong progress in labour rights awareness and workforce policy reforms.
