- Following the mid-term evaluation and the evaluability assessment conducted in June 2025, the ENABLE programme revised its Theory of Change and logframe for the no-cost extension period. The updated scope was subsequently submitted to the EU and approved in September 2025.
Repositioning SDCs: The revision places stronger emphasis on Social Development Centres (SDCs) as facilitators of local economic linkages, with the long-term objective of enabling them to evolve into direct providers of economic inclusion services, including counselling and employment activation. This shift has been embedded in the updated intervention logic and is reflected across programme activities. It will be implemented in close cooperation with local actors, networks and other ministerial actors to ensure coherence and sustainability.
Prior to the NCE period, ENABLE had already initiated an internal review of its ToC in close consultation with MoSA and key partners. The aim was to ensure that ENABLE’s outcomes were fully aligned with the National Social Protection Strategy (NSPS) Pillar 5 on Economic Inclusion and Labour Activation, thereby reinforcing coherence with national policy frameworks.

Justification: The project should refine its Theory of Change to strengthen the logical links between policy implementation support, institutional capacity-building at SDC level, and service delivery of livelihoods opportunities in collaboration with other local actors, better reflecting Lebanon’s current context and constraints. This involves repositioning SDCs as connectors to local economic actors rather than full employment hubs, reinforcing the institutional and policy frameworks at the central level to support the SDCs’ new role, and enhancing the integration between the SDC support and other ENABLE project activities. This will enable SDCs to play a greater role in designing and planning activities in their catchment areas, potentially leading to increased capacity, commitment and ownership. Based on the revised ToC, the logical framework should be updated to capture measurable results based on realistic assumptions.
