For recommendation 6: The ENABLE programme has taken deliberate steps to combine its three pillars—short-term employment opportunities, skills training, and financial education/entrepreneurship support—into more integrated pathways. This approach has enabled beneficiaries to move seamlessly across interventions, ensuring greater sustainability and impact. For instance, participants engaged in theoretical and practical trainings also receive financial education and benefit from short-term employment opportunities, creating a continuum of support that strengthens both skills and livelihoods. This integrated model not only reinforces the complementarities of ENABLE’s components but also supports structured follow-up and linkages with SDCs, helping to build more durable livelihood outcomes. The no-cost extension phase has therefore prioritized clearer pathways across the three pillars, ensuring that beneficiaries receive a continuum of support rather than fragmented interventions.

Participants in technical training programmes (e.g., WBL) could be systematically connected to entrepreneurship support schemes such as SIYB and given access to financial services. Conversely, micro entrepreneurs could benefit from additional technical or vocational training to strengthen their business capacity. To enhance the effectiveness of short-term placements, the project should consider extending their duration and ensuring structured follow-up, including job placement assistance and pathways into longer-term vocational or professional training in coordination with SDC. These measures might contribute to more comprehensive and durable livelihood outcomes for beneficiaries.
