- For recommendation 7: Ongoing interventions—particularly those related to capacity-building for SDCs—are being reviewed through a conflict-sensitive lens, recognizing that SDCs serve both refugee and host communities. Where risks or unintended impacts are identified, ENABLE will design targeted mitigation measures and, where appropriate, plan additional capacity-building support to strengthen SDCs’ ability to deliver services inclusively and equitably. A recent example is the short-term employment initiative implemented in Horsh Beirut, which successfully brought together individuals from different communities—including Lebanese, Syrians, and Palestinians affected by the war—demonstrating how joint economic opportunities can foster social cohesion and collaboration across diverse groups.

Justification: Conflict sensitivity and the ‘do no harm’ principle are essential tools for preventing harm in fragile or divided contexts, such as Lebanon. Although these principles underpin the project design, they have not been properly implemented. Looking ahead, ENABLE could systematically integrate rapid conflict analysis or stakeholder perception surveys in new interventions in coordination with implementing partners. Additionally, existing activities should be reviewed, particularly capacity-building measures focused on SDCs, as many of these organisations provide services to both refugees and host communities. Additional capacity building might be planned if found to be needed. This review should be conducted from the perspective of the ‘do no harm’ principle, with the aim of identifying unintended risks and developing mitigation measures if necessary.
