For recommendation 8: ENABLE has been actively engaging in EU-led coordination platforms to strengthen synergies across EU-funded interventions. The recent joint meeting convened by the EU Delegation with ETF, GIZ, ILO, and UNRWA reflects this effort, with a focus on shared objectives, knowledge exchange, and joint initiatives. Through these forums, ENABLE is aligning its employment generation and skills training activities with broader EU programmes on TVET reform, refugee inclusion, private sector support, and policy dialogue. These mechanisms also create entry points for referrals of micro-entrepreneurs and apprentices to EU-supported financial institutions, thereby enhancing sustainability. By participating in these coordination mechanisms, ENABLE contributes to a coherent EU portfolio that advances Lebanon’s employment and social protection agenda.

Recommendation 8: STRENGTHEN LINKAGES WITH BROADER EU- FUNDED INTERVENTIONS • Addresses: ENABLE team; ILO ROAS Senior Specialist for Employers' Activities; EU Delegation in Lebanon • Priority: Medium • Resources: Medium • Timing: Medium Justification: The EU's portfolio of bilateral interventions offers opportunities to establish meaningful connections. ENABLE could explore opportunities to align its public works or cash-for-work programmes with interventions focused on restoring natural or productive assets. It could also support training in energy efficiency, such as solar energy installation, energy auditing, and equipment maintenance, in connection with infrastructure-related projects. ENABLE could also refer micro-entrepreneurs or apprentices with viable business plans to EU-supported microfinance institutions.
