- The recommendation to strengthen monitoring framework in future projects, moving beyond a focus on measuring outcomes and changes, is acknowledged. To address this, future projects will adopt a comprehensive M&E strategy that include:
1. Outcome-Oriented Monitoring: Focusing on long-term outcomes, such as improved work practices and systemic reforms, to provide a more holistic understanding of the project’s impact.
2. Mixed Methods Approach: Combining quantitative and qualitative data to capture changes in behaviour, practices, and institutional reforms, demonstrating progress towards sustainable change beyond indicators.
3. Iterative Learning and Adaptation: Integrating continuous learning and feedback mechanisms into the M&E process, allowing adjustments based on emerging evidence for greater impact.
1. 4. Capacity Building for M&E: A dedicated M&E person should be involved from the very beginning of the project. Enhancing the project team’s ability to design and implement robust M&E systems through training in advanced methodologies and tools, ensuring the capture of both short-term results and long-term transformational change.
Any upcoming project, regardless of its scale, will incorporate a theory of change (ToC). While the ProDoc for this project indicated the development of a ToC, it was ultimately not executed due to the project's duration and characteristics. Nevertheless, the interventions of this project are significantly aligned with those of the ADWIB project, and the changes introduced by this GIZ-supported initiative will be assessed during the final evaluation of the ADWIB project.

Particular focus should be given to ensuring that indicators that measure outcomes and change are collected and analysed. Within this project, the indicator that was designed to measure the meaningful involvement of new leaders in policy discussions was not collected. This should be prioritised in future.
