• Ensure the progressive transfer of support and accompaniment functions to local public institutions, in particular the Regional Directorate for Fisheries and Blue Economy (DRPEB) of Anosy, to strengthen capacities in governance, management and monitoring of producer organizations. • Strengthen technical capacities of institutional actors through training of DRPEB staff on ILO COOP tools, enabling long term support to cooperatives and fishermen’s groups. • Support the continuity and operationalization of social protection and OSH mechanisms through advocacy actions with the Ministry of Labour, Employment and Civil Service (MTEFoP), including the involvement of OSIET leadership, technical support from the ILO, and transmission of official correspondence to the Minister. • Consolidate inter professional dialogue and consultation mechanisms in the lobster value chain through active participation in sectoral coordination meetings at regional level (Anosy), particularly at the opening of each fishing season.

The evaluation highlighted that, despite the significant results achieved by the Eco Langouste project, their sustainability remains fragile due to limited institutional and organizational capacities among beneficiaries, as well as the absence of structured post project follow up mechanisms. In this context, consolidation of results constitutes a priority. The Country Office commits to supporting the continuity of actions through reinforced technical assistance, mobilization of complementary resources, and strengthened institutional partnerships, in order to ensure the sustainability of the existing results

Recommendation #3: Consolidate the results of the Eco langouste project by providing administrative and technical support to stakeholders in the sector during an additional two-year period Instead of aiming at expanding geographically or scaling up the scope of the project model to other sectors in Madagascar, the ILO should provide administrative and technical support to fishmongers’ cooperatives and fishermen's associations for an additional period of two years, to ensure the sustainability of the results, and in particular, the effective implementation of social protection and occupational safety and health networks for current project beneficiaries. Further work is needed to promote and consolidate a culture of prevision among workers in the lobster industry value chain.
