- The ILO as the leading agency and through the "SAMM Technical Working Group" organised in total 143 coordination (2-3 hour) meetings during a period of 5 years involving the four UN participating agencies. Indeed, in order to improve collaboration and ensure synergies, the ILO organised in 2020 around 40 coordination meetings, 39 coordination weekly meetings in 2021, 26 weekly meetings in 2022, 25 coordination weekly meetings in 2023 and 13 in 2024.
In addition, the ILO organised at least 32 more specific Ad-hoc meetings (among two to three UN participating Agencies) in different thematic areas often involving only the Agencies or Regional Economic Communities and/or national stakeholders. In 2021, the ILO organised at least 10 of those Ad-hoc meetings, 11 in 2022, 6 in 2023, and 5 in 2024. Furthermore, the ILO organised additional multiple Activities' level coordination meetings often involving at least one or two of the SAMM partners, too.
Moreover, the ILO organised 2-3 days coordination SAMM Partners Retreats annually: 2022, 2023, 2024 where joint challenges were discussed and solutions were suggested.
Furthermore, the ILO also organised three SAMM Partners Directors-level Meetings: 2022, 2023, 2024.
However, there were instances where the ILO was not invited to participate in SAMM organised meetings by other agencies in several countries, neither was it invited to contribute to several tools. The arguments provided were that those activities or tools were organised or prepared with complementary funding from other projects.

- The formulation of ToRs including a workplan to improve coordination, collaboration and complementarity in similar multi-agency initiatives is a welcome suggestion. They could definitely better take into account the differences in mandates, intervention methods and processes for each implementing agency. However, please see my comments concerning the actual work of coordination that took place during the implementation of the SAMM project.

- To avoid coordination challenges and to enhance collaboration and complementarities among PUNOs, it is recommended that future multi-agency initiatives have clear Terms of Reference that take into account the differences of mandates, intervention methods and processes for each implementing UN agency. This, within a clear general work plan, should articulate complementary competences and activities in order to avoid duplications and confusion, and should propose coordination processes to guide implementation. More structured mechanisms for joint planning, resource allocation, and activity implementation would enhance coherence, effectiveness, and efficiency.
