- Several initiatives are underway that offer entry points to strengthen the shock-responsiveness of the social protection system—a key feature of the envisaged social protection system highlighted in the NSPS—and to support the government in developing a framework, which could include a contingency fund. These include: --MOSA’s digital transformation strategy aimed at a comprehensive overhaul of its Management Information System (MIS), including further integration of databases, continued development of delivery mechanisms, and the establishment of an integrated grievance and redressal mechanism (GRM). --WFP’s support to the MOSA in developing a shock-responsive framework for the AMAN programme. ILO, UNICEF, and WFP held initial discussions on expanding this framework to include the NDA, successfully leveraged during the 2024 conflict. This may also involve discussing modalities such as contingency funds, and capacity-building for relevant stakeholders. --ILO and UNICEF’s continued support to the GoL, under the leadership of the MOSA, in institutionalising a governance and coordination framework for the NSPS, including explicitly strengthening linkages between humanitarian and development efforts, e.g. through a Social Assistance Technical Committee. - Action plan: * Continue supporting the development of an integrated GRM, and more broadly, technical support to elements of the MOSA MIS (jointly with UNICEF under the EU Action Phase II) (ongoing) * Continue engagement with WFP and UNICEF to support MOSA in developing a shock-responsive framework for all social assistance programmes; and possibly beyond (social insurance); which should also be discussed with development partners (ongoing) * Continue supporting strengthening and institutionalising humanitarian/development coordination (jointly with UNICEF, under the EU Action Phase II) (ongoing)

Building on the successful implementation of the NDA and the emergency response, ILO and UNICEF should support MOSA to develop an institutionalised shock-responsive social protection framework, alongside pertinent pre-approved contingency funding, strengthened partnerships with OPDs and national actors, as well as capacity-building of OPDs and social workers to ensure inclusive emergency response. Establishing a digital platform for rapid beneficiary enrolment and payout during national crises will further enhance responsiveness and impact. This is particularly important given the fragile context in Lebanon and the ongoing regional conflicts and could be already considered as a core element of the new EU NDICI programme implemented by ILO and UNICEF.
