- - Throughout 2025, there has been a progressive expansion of the National Disability Allowance (NDA), with an increase in domestic resource allocation as well as successful resource mobilisation from donors to ensure the inclusiveness of the NDA. This demonstrates how domestic resource mobilization, complemented by donor contributions, can be leveraged to ensure inclusive social protection coverage. Continued resource mobilization efforts will be necessary to sustain this expansion. As mentioned above, initial discussions have also taken place to explore how the NDA could be integrated into a shock-responsive social assistance framework (see above).
- Action plan:
* Support the MOSA in expanding coverage, in particular to vulnerable children (as a more targeted child benefit/NCG as a feasible option in light of fiscal constraints) and disbursing benefits. At the beginning of 2025, the NDA was extended to cover all Lebanese children with disabilities, illustrating a phased approach to extending coverage for vulnerable children. As of September 2025, coverage was further expanded to include Lebanese persons with disabilities aged 65 and above. From that point onward, this coverage has been financed through government resources (completed)
* Mobilize resources to ensure the inclusion of non-Lebanese children with disabilities Thanks to joint resource mobilization efforts by ILO, UNICEF, and UNHCR under the PROSPECTS Opportunity Fund, additional donor funding was secured to extend coverage to non-Lebanese children in 2026 (completed)

- ILO and UNICEF should work with the Government of Lebanon to operationalise the NSPS and the NCG through a phased targeted-approach. Given financial constraints, a targeted roll-out could focus on the most vulnerable groups, such as children with disabilities or younger age groups (e.g. 0-5 years). Exploring blended financing models, including donor contributions and government cost-sharing, can ensure sustainability. Additionally, leveraging the NCG as a shock-responsive mechanism in emergencies should be institutionalised, ensuring automatic activation in the event of crises.
