Given current resource constraints, a more general internal needs assessment has to be conducted, including the current and anticipated coordination workload in relation to the project's scope. The assessment will take place as soon as possible, most probably in January -February 2026. On the basis of the findings, necessary action including staffing and/or alternative strategies will be proposed in order to manage the workload relative to the project.

Align coordination capacity with project scale. Justification: During the first phase, the project expanded in both scope and country coverage. However, this growth was only partially matched by staffing and resources at the headquarters level. As a result, the capacity for coordination, technical support, and cross-country learning was limited. Until 2024, a single HQ-based project manager oversaw these functions. A second team member was recruited in 2024 to provide support through the end of 2025. Increasing HQ staffing and resources further could reduce the burden for the current coordinator(s) and strengthen overall project management. Possible actions: This recommendation involves assessing the current and anticipated coordination workload in relation to the project’s scope. Based on the findings, the project should explore options for increasing staffing or reallocating tasks in order to strengthen HQ level capacity for technical coordination, cross-country learning, and the creating of additional synergies. If allocating additional resources is not feasible, alternative strategies should be considered to reduce the existing workload – such as streamlining reporting processes – particularly for the project coordinator. This would help ensure that sufficient time remains available for essential strategic and technical functions.
