The Department has to resort to external expertise possessing the necessary know-how for the development of a consolidated M&E framework which will then have to be submitted to the donor for approval. Given current resource constraints, this is not prioritized for action at the moment. In the framework of regular reporting to the donor, information is systematically collected and treated on the basis of a four pillar framework which does not amount to a fully fledged M&E template but accurately reflects the characteristics of the project and meets the needs of the beneficiaries and the donor.

Strengthen monitoring and evaluation systems for comparability and learning. Justification: The project reporting is very detailed, but the M&E data not consistently provided across countries, making it hard to compare results or learn across the project. Possible actions: This recommendation proposes developing and implementing a monitoring and evaluation (M&E) plan to harmonise data collection methods, indicator formats, and assessment scales across the project. Such harmonisation would enhance comparability of results across countries and over time, facilitate aggregation at the project level, and support learning. This is also an occasion to, additionally, identify possibilities to streamline the format based on which the project reports progress – to reduce redundancy and administrative burden. This may include introducing more concise templates or setting limits on report length. Where needed, training or practical tools should be provided to strengthen reporting capacities among project staff and partners.
