9. Regarding capacity building for tripartite partners, there is a need for more dedicated programmes focusing on development of research capacity to provide reliable evidence and suggestions of effective mechanisms for promoting IR. The network of the experts and specialists on IR as in the recommendation 8 can be utilized for these capacity building support. Within Outcome 3, an incentive mechanism may be considered in the beginning of application. In addition to assisting to establish a database of case management, it is necessary to provide capacity building to different partners to use it to ensure quality data input. This activity should include customised training courses (i.e. according to scales of business or forms of industrial relation/social dialogue).
