- Recommendation 5: Integrate climate risk into health and social insurance schemes
While agricultural insurance effectively incorporated climate resilience, health and social protection schemes lagged. Future interventions should mainstream climate considerations by expanding coverage for climate-sensitive illnesses, embedding adaptation features in health reforms, and developing bundled products that link agricultural, health, and social insurance. These measures would strengthen resilience for vulnerable groups, particularly women, youth, and persons with disabilities, who are disproportionately affected by climate shocks.
