- Finalise a sustainability and exit strategy jointly with SSC, MoL, and key donors, aligned with the White Paper, the updated NSPS 2025–2033, and Jordan’s formalisation framework.
Support MoL in operationalising the national formalisation framework and integrating Estidama++ as a central instrument for expanding social security coverage.
Facilitate discussions with donors (including KfW), MoL, and SSC to define a phased financing pathway that combines donor support with gradual national budget integration.
Develop a full proposal for KfW, building on their interest and SSC’s prioritisation of Estidama++ within the formalisation agenda.

The evaluation noted that there were diverging opinions on what level of sustainability or institutionalisation can be expected from the project, given that references are made both to integration of ESTIDAMA++ into the SSC, as well as to ESTIDAMA++ being a pilot (only).
As a result, at the time of the mid-term evaluation, some initial steps were taken to discuss sustainability, most prominently through the Vision Paper. However, the ILO team would have better guidance for their efforts and discussion if a more concrete sustainability or exit strategy is created, together with SSC and donors, to outline tasks and responsibilities after the project closure. This is not a policy document, but rather a project, internal document.
Actions and suggestions in this regard include:
- Agree with the donors and SSC on what the exact sustainability expectations of ESTIDAMA++ are, taking into account the different objectives and explanations listed in the ProDoc and the results witnessed during the implementation period.
- Develop an exit strategy with the following components:
o Develop criteria (based on the logframe) on what does it mean for the project to be “done” and ready for handover.
o Specify the roles and responsibilities among ILO (e.g. in case of future projects, or for regular staff and technical specialists), SSC and other key stakeholders to take the work forward after the project closure.
o Design -if needed- a knowledge handover plan for SSC and key stakeholders to ensure none of the project-generated insights are lost.
o Financial plan and timeline, acknowledging the limitations of the state budget, but exploring which steps can still be taken in the current financial environment.
o Carry out projections or an actuarial study for the new populations integrated by ESTIDAMA++ as it is necessary for the SSC to anticipate a possible revision of contribution rates or define compensatory financing to guarantee the viability of the system in the long term. This could include simulations adjusting the contribution brackets to the payment capacity of the most vulnerable informal workers.
