- Completed. During the ESTIDAMA++ enrolment phase, the project and SSC implemented extensive awareness-raising activities in regions and sectors with high informality. This included in-person information sessions, targeted communication in priority sectors, collaboration with municipalities and employers’ associations, and joint outreach with UNHCR to reach refugees and non-Jordanian workers. Lessons learned from these campaigns have since been integrated into SSC’s broader communication strategy and institutional processes.

The evaluation of ESTIDAMA++, but also other projects related to informality and social security, have shown that lack of awareness of registration requirements and social security benefits are one of the main barriers to formality. Therefore, the ILO and SSC need to continue efforts to raise awareness in dedicated locations to promote registration. Often, the main source of referenced reasons why people joined was either from talking to SSC staff or through the employer. Out of the interviewed beneficiaries, no one else referenced word-of-mouth as the reason they signed up.
The following approaches can be used:
- ESTIDAMA++ beneficiaries responded positively to the in-person awareness-raising sessions. The SSC should continue to organise such sessions in different locations.
- SSC could integrate awareness-raising into the regular communication strategy.
- Make use of people who registered for social security under ESTIDAMA++, who can communicate their positive experience and function as an example. These people should be of diverse backgrounds, but particularly vulnerable groups and women should be prioritised to ensure broad reach.
- Continue collaboration with UNHCR to target refugees effectively with awareness-raising campaigns.
- Expand partnerships with employers’ associations, chambers of commerce, and municipalities to reach informal workers systematically.
