The recommendation correctly highlights a gap in dedicated disability-specific outreach during the implementation of ESTIDAMA++. However, with the enrolment phase concluded for nearly a year, the project cannot undertake new outreach or redesign benefits. Instead, the most meaningful contribution at this stage is to ensure that disability inclusion is embedded in future SSC-led efforts. This will be reflected in the handover note.

Although registration for ESTIDAMA++ has already closed and no new outreach or beneficiary mobilisation will take place, the project will incorporate disability inclusion considerations into the handover package to SSC and into discussions related to institutionalisation of contribution subsidies. This includes recommending that SSC: integrate disability-sensitive outreach in future awareness campaigns; and ensure accommodations and accessible communication formats;

Recommendation 5: Enhance equitable inclusion through outreach and benefit packages for persons with disabilities In ESTIDAMA++, disability inclusion has not been systematically addressed as there have been no dedicated outreach campaigns, benefit adaptations. However there has been monitoring mechanisms for PWD as part of the TPM. The Annual Report from 2024 notes the need for “flexible participation pathways and targeted retention strategies (in the future)” , this flexibility in participation can also be considered for persons with disability. Without deliberate targets or pathways of access for PWD, there coverage is more difficult to track, undermining the project’s equity and universality objectives. Dedicated action is needed to close this gap, enable equitable access, and improve retention for PWD in the social security system. The following approaches can be used: - Disability-specific outreach by partnering with relevant governmental partner rehabilitation centres, and community leaders to deliver in-person and digital campaigns in accessible formats (e.g., sign language, Braille, simplified text). - Tailoring benefits by introducing flexible contribution options, partial subsidies, or disability allowances to offset additional costs for PWD and adapt coverage for part-time or seasonal work. - Integrate indicators to evaluation the effectiveness of activities for persons with disabilities
