- While gender equality is an important consideration in programme design and implementation, the recommendation assumes that future interventions under similar frameworks should adopt a gender-transformative approach as a standard requirement. In practice, the appropriate level of gender integration should be determined by the specific objectives, context, scope, and intended outcomes of each intervention.
Not all interventions are designed to address the root causes of gender inequality or to transform social norms, power relations, and institutional structures. Depending on the nature of the intervention, a gender-sensitive or gender-responsive approach may be more appropriate, proportionate, and effective. Requiring a fully gender-transformative approach across all programmes risks applying a one-size-fits-all model that may not align with the intervention's mandate, resources, or expected results.
The project incorporated gender considerations consistent with its objectives and operational context. However, it was not designed as a gender-transformative intervention, nor was transformative gender change among its primary intended outcomes.
Future interventions should continue to assess gender-related barriers and opportunities during the design phase and adopt the most suitable level of gender integration based on the intervention's purpose and context. Gender-transformative approaches should be pursued where they are relevant, feasible, and aligned with programme objectives, rather than being considered a universal requirement for all interventions.

This requires integrating a gender-specific theory of change at the design stage, conducting intersectional gender analyses to inform implementation, and establishing clear gender-sensitive performance indicators. Programmes should invest in removing structural barriers that limit women’s participation, such as access to childcare, safe transport, and gender-responsive work environments. Furthermore, systematic collection and use of sex-disaggregated data must inform ongoing adaptation, with regular consultations with female beneficiaries to ensure relevance and impact. Embedding gender expertise within implementation teams and dedicating resources to gender-focused activities will be essential to ensuring that future initiatives contribute meaningfully to closing gender gaps in social protection and labour market access.
