This recommendation is being addressed through the ILO–Norway-funded Equality@Work: Advancing a Healthy, Safe and Diverse Labour Force in Jordan (2024–2027) project, which promotes the institutionalisation of gender-responsive workplace practices through a combination of policy reform, social dialogue, capacity building, and private sector engagement. The project supports the creation of more inclusive and supportive workplaces by strengthening the legislative and policy framework for gender equality at work, promoting decent work conditions, and advancing reforms in the care economy. It also works with government institutions, employers, workers’ organizations, and other stakeholders to encourage the adoption of family-friendly and gender-responsive measures that enable women to access, remain in, and advance within the labour market. In addition, the project invests in women’s skills development, employability, and economic empowerment, while fostering social dialogue to identify and address barriers to women’s participation in employment. By aligning its interventions with the National Strategy for Women and the Economic Modernisation Vision, the project contributes to embedding gender-responsive workplace practices within national systems and institutional frameworks, supporting their sustainability and wider uptake across sectors.

Institutionalising Gender-Responsive Workplace Practices To strengthen women’s access to decent work and support the sustainability of inclusive labour market outcomes, it is recommended that the Ministry of Labour, in collaboration with relevant partners, consider promoting and institutionalising gender-responsive workplace practices—such as safe transportation, flexible working hours, on-site childcare facilities, and targeted on-the-job training—particularly in sectors where women’s participation has traditionally been limited. To support uptake and scalability, the government might opt for the development of incentive schemes and regulatory frameworks that encourage private sector employers to invest in such measures. Context-specific dialogue with employers and communities will ensure culturally sensitive implementation, while integration into national employment and gender strategies—with indicators aligned to SDG 5 and labour market targets—will promote long-term sustainability.
