Designing Balanced and Inclusive Monitoring and Evaluation (M&E) Systems. UN agencies and their implementing partners should design M&E systems that balance quantitative tracking with robust qualitative monitoring to capture the full complexity of development interventions. Targets must be realistic, context-specific, and aligned with both implementation capacity and the operating environment. In addition, agencies should systematically require the collection and analysis of disaggregated data—especially by gender—to ensure inclusive and equitable outcomes. Regular reflection cycles, grounded in both numerical results and field-level insights, should be institutionalised to enable timely adaptation. Finally, monitoring frameworks must be co-owned by all implementing actors and embedded in project design from the outset to ensure consistent data flow, accountability, and learning throughout the programme cycle.
