- The project recognises the importance of strengthening national ownership and institutional sustainability of social protection reforms. However, this recommendation extends beyond the scope and mandate of the project. Decisions regarding the allocation of operational responsibilities between development partners and the Ministry of Social Development, as well as broader institutional arrangements for implementing social protection reforms, are determined by the Government of Jordan and the respective implementing agencies.
The project was designed to provide targeted technical assistance and support specific reform priorities rather than establish or manage long-term implementation structures. As such, it cannot commit to a formal transition of operational responsibilities or the redesign of implementation arrangements beyond its remit.
Where relevant, the project has sought to strengthen national capacity by working through government counterparts, promoting technical knowledge exchange, and supporting government-led reform processes. The longer-term sustainability of these reforms will ultimately depend on the institutional arrangements established under the Government's National Social Protection Strategy and the mandates of the respective implementing institutions.

To reinforce national ownership and institutional sustainability, it is recommended that the programme prioritise a gradual transition of operational responsibilities from UNICEF to MoSD. This should include targeted capacity-building initiatives, formal mechanisms for knowledge transfer, and the progressive reduction of parallel implementation structures managed by the agency. Such measures will help empower government institutions to independently lead and sustain social protection reforms beyond the project’s duration.
