The project does not accept this recommendation. While we fully recognise the importance of sustainable and inclusive implementation of the NSPS 2025–2030, this recommendation falls outside the scope of our mandate and current portfolio. The ILO does not have a programme directly supporting the implementation of the NSPS, nor are we presently engaged with the Government of Jordan at the governance or coordination level required to influence strategy implementation or institutional capacity-building for the Ministry of Social Development. Our ongoing work in Jordan relates to specific social protection interventions and evidence generation, but we are not involved in the strategic steering, operationalisation, or governance mechanisms of the NSPS 2025–2030. As such, the project cannot commit to actions related to strengthening public sector capacities for NSPS delivery, establishing multi-stakeholder engagement mechanisms, or supporting national coordination frameworks. Where relevant, we remain open to sharing technical knowledge and lessons learned from our programmes with national actors, but the responsibility for NSPS implementation rests with the Government of Jordan and the entities formally mandated within the strategy architecture.

Ensuring Sustainable and Inclusive Implementation of the NSPS 2025–2030 To enhance the sustainability and national ownership of the NSPS 2025–2030, it is recommended that the Government of Jordan, particularly the Ministry of Social Development, strengthen institutional capacities within public sector entities to reduce reliance on externally funded technical assistance. The updated strategy should also embed structured mechanisms for continuous engagement with the private sector and social partners—including trade unions, employers’ associations, and civil society—to ensure that social protection reforms are economically responsive, socially inclusive, and grounded in national consensus. Their active participation in planning, implementation, and monitoring will be vital to anchoring the NSPS within a sustainable, multi-stakeholder governance framework
