The project does not accept this recommendation. While strengthening the Implementation Support Unit (ISU) is critical for effective delivery of the NSPS 2025–2030, this recommendation lies outside the scope of our current programmes and mandate. The ILO is not supporting the NSPS directly, nor are we engaged with the Ministry of Social Development at the institutional or governance level required to influence ISU staffing, budgetary planning, sustainability measures, or integration into civil service structures. We also do not have an operational role in NSPS coordination, capacity-building within MoSD, or the design and institutionalisation of national M&E tools related to the strategy. For this reason, the project cannot commit to actions concerning ISU restructuring, knowledge transfer mechanisms, or the establishment of advisory councils under NSPS governance. Where relevant, we remain available to share technical insights from our sectoral work, but the ISU’s institutional strengthening is fully under the mandate of MoSD and the Government of Jordan, not the ILO’s current programme portfolio.

Strengthen the operational capacity of the Institutionalising the Implementation Support Unit (ISU). In line with the NSPS 2025–2030, it is recommended that the Ministry of Social Development strengthen the Implementation Support Unit (ISU) by transitioning key technical roles from project-funded consultants to permanent civil service positions, ensuring dedicated budgetary allocation and integration within MoSD’s organisational structure. A sustainability plan should be implemented to guide this transition, including capacity-building for MoSD staff, formalised knowledge transfer processes, and the embedding of the NSPS coordination and M&E tools into national systems. To reinforce participatory governance, the ISU should also establish regularised engagement with social partners, civil society, and private sector actors through a reactivated Advisory Council, thereby anchoring the NSPS in a nationally driven and inclusive framework.
