- The project does not accept this recommendation. The formalisation of a national coordination charter for the NSPS and the empowerment of the ISU as a central coordination hub fall far beyond the remit of the programmes we currently implement in Jordan. The ILO is not involved in NSPS governance, coordination structures, or strategy operationalisation, and we do not have a mandate or programme resources to lead or support such institutional reforms.
Developing national coordination arrangements, convening ministries, establishing accountability frameworks, and expanding digital systems for NSPS monitoring are responsibilities that rest with the Government of Jordan and the institutions formally tasked under the NSPS 2025–2030.
While we remain open to sharing lessons learned from project experience to inform broader social protection dialogue, the ILO is not presently working with GoJ at the strategic or institutional level required to operationalise this recommendation.

- Formalising a National Coordination Charter for the NSPS. To improve coordination among institutions under the NSPS, the national stakeholders involved (governmental and non-governmental) should formalise a written coordination charter clearly defining roles and responsibilities across ministries and partners, ensuring accountability and reducing duplication. The Implementation Support Unit (ISU), now institutionalised within MoSD, should be further empowered to serve as the central coordination hub with the authority to convene stakeholders and oversee progress. A centralised digital platform should be expanded to facilitate real-time data sharing and joint monitoring of implementation milestones.
