Building on initial achievements, the ongoing second phase of the project (2025–2027) is strengthening support to employers through a range of complementary mechanisms: • Institutionalization of technical content: The project is embedding its technical expertise on responsible wage digitization into established enterprise support systems. This includes integration into enterprise development and formalization programmes led by governments in Peru (Centros Integrados Formalízate Ahora of the Ministry of Labour and Employment Promotion and Programa Tu Empresa of the Ministry of Production), Indonesia (Public Employment Centers of the Ministry of Manpower), Cambodia (National Institute of Labour), and the Philippines (Department of Labour, including labour inspection services). • Global capacity-building through e-learning: In 2026, the project launched a global e-learning course on responsible wage digitization, currently available in English and soon in Spanish and French. The course is designed to support not only enterprises but also staff of public and private enterprise support programmes worldwide in building knowledge and promoting good practices. • Strengthened engagement with employers’ organizations: The project continues to support national and sectoral employers’ organizations in targeted countries, while expanding engagement with regional bodies such as the ASEAN Confederation of Employers. This approach aims to raise the profile of digital wage payments at the regional level and foster the exchange of lessons learned and good practices across countries with varying levels of adoption.

Recommendation 2: Strengthen support to employers (enterprise support system) Justification: Employers and their representatives reported important productivity gains from digital wages, including reduced payroll errors, and noted that where digital payments are well established, the business case makes reverting to cash highly unlikely. At the same time, across countries, employers stressed that successful implementation depends on enabling financial infrastructure, simplified regulations, and sustained capacity-building — particularly in non-urban areas and in sectors with high informality. However, several employer representatives also highlighted that further expansion of wage digitalisation will require ongoing support from public institutions and social partners. Possible actions: Explore options to strengthen sustained enterprise support systems across different country contexts, by leveraging MSME support services provided by employers’ and sector organisations, or by proposing complementary services through partnerships, including by government. Assess the effectiveness, cost-effectiveness, and lessons learned from current enterprise support systems. Address not only the technical aspects of rollout, but also the need for a responsible and inclusive approach that considers longer-term impacts. Draw on insights from existing ILO initiatives on formalisation, which may provide relevant experience for designing or adapting enterprise support systems.
