Building on the lessons learnt from the first phase of the project, the team put in place a stronger monitoring and evaluation system to monitor the progress of the activities, outputs and outcomes in the targeted countries and at the global level. The system is primarily tracking indicators, such as: Activities are systematically monitored by operational indicators (number of events, number of participants in events, number of accesses to website and knowledge platform, number of subscribers to newsletter, etc.). Output indicators: number of active trainers; number of tools and knowledge products integrated into partners’ regular offers; number of government initiatives; number of solutions implemented by financial and payroll service providers; etc. Outcome indicators (direct beneficiaries): number of workers with first time or improved access to digital wage payments; number of enterprises that introduced or improved digital wage payments Output indicators and outcome indicators related to direct beneficiaries are based on data collected by the project team, consultants, trainers and/or partner institutions, depending on the arrangements in each of the selected countries. Outcome indicators related to indirect beneficiaries (number of workers and enterprises impacted by systemic changes) will be regularly calculated based on estimations, using data collected in surveys such as the ILO’s Labor Force Survey, the Global Findex Database, the World Bank Enterprise Survey, the Asian Development Bank Small and Microenterprise Survey, among others. Regarding the impact of digital wage payments for enterprises and workers in targeted countries, the team plans to conduct additional and more in-depth assessments with participant enterprises and their workers to evaluate the impact of the transition in terms of: (a) workers’ access and usage of financial services and financial health; and (b) increased business efficiency and productivity, compliance to labour rights, formalization, access to markets and more.

Recommendation 5: Strengthen M&E systems to enhance learning, communication, and evidence generation across pilot interventions Justification: The evaluation team identified several gaps in the project’s results framework. Among other effects, these gaps limited the systematic collection of results from pilot interventions, weakened learning loops, and hindered clearer and faster communication of results with stakeholders, implementation partners, and the donor. As a result, specific country-level results and the underlying causal links were often difficult to understand. Moreover, perceptions of the project’s achievements differed across stakeholders. Possible actions: This recommendation proposes developing and implementing an M&E plan to harmonise assessment across pilot countries. Such harmonisation would enhance the comparability of results across countries and over time, facilitate aggregation at the project level, and support learning and the dissemination of findings. In designing this framework, the project could consider more traditional elements — such as common data collection methods and indicator formats — while also integrating aspects such as shorter reporting cycles (e.g. sub-annual updates) and results that focus on behavioural change among workers. A wide range of methodologies is available, which the project could select and tailor in coordination with M&E specialists. A further step in the process would be to clarify how these results are communicated to stakeholders and how they are systematically used for strategic steering and as a learning tool.
