ACTRAV note: RBM should strengthen accountability to constituents (and decent work standards), not only donor reporting. Ensure indicators cover collective bargaining/social dialogue, grievance mechanisms, OSH, and inclusion (gender/disability), with sex-disaggregated data.

The next DWCP should include a programme-level RBM framework that is measurable, traceable and jointly reviewed with constituents, including workers’ organisations.• Develop an indicator/results matrix that includes social dialogue quality, labour rights/OSH compliance, and workers’ organisations’ institutional capacity (not only output counts). • Establish baselines/targets and a biannual tripartite results review. • Assign a dedicated programme M&E focal point and integrate project-level monitoring into one programme dashboard. • Define indicative budget/resource targets per pillar (incl. social dialogue/ACTRAV-related capacity building) to guide fundraising and alignment. Enhance monitoring systems and tools and assign budget for data collection. Allocate a dedicated budget to support travel for resource mobilization efforts
