- ACTRAV note: workers’ organisations should have a formal speaking/agenda-setting role in the platform. Avoid ‘donor-only’ fora that bypass tripartism or dilute labour rights messages.
- action_plan:
- Agree, with a tripartite approach, subject to Cabinet's guidance. The DWCP will strengthen ILO positioning and coherence by engaging donors/UN agencies/civil society through structured dialogue that complements (not replaces) tripartite governance.
•Regularly update the OPT webpage to reflect progress under the DWRP. • Use the platform to disseminate ILO knowledge products jointly with social partners and identify co-financing opportunities. • Develop a simple annual engagement plan (key donors/UN entities) linked to a DWRP project pipeline and fundraising targets. Develop an external communications action plan to propose more regular communication on ILO social media platforms to highlight impact of DWCP activities on project beneficiaries, for national and international audiences. Share key publications (e.g. bulletins, analytical reports, progress and results reports) with tripartite constituents and development partners to enhance ILO visibility.
Convene thematic roundtable discussions with partners and donors, including representatives of tripartite constituents, to strengthen visibility of ILO interventions and highlight the role of tripartite actors.

- Recommendation 2: Broaden ILO visibility and development partners’ engagement. To reinforce ILO’s comparative advantage and improve coherence within the UN system, the DWCP should expand engagement beyond tripartite constituents to include donors, UN agencies, and civil society actors. As suggested by some evaluation informants, this could be done through the institutionalization of ILO regular meetings with international partners and key stakeholders (see also Recommendation 7)
Action points:
• Establish a platform for regular strategic dialogue focused on the DWCP topics that complements the tripartite steering committee
• Use the platform to further disseminate ILO knowledge products and facilitate dialogue on support to DW goals
• Facilitate donor engagement and resource mobilization towards ILO and tripartite initiatives
