The next DWCP should embed crisis preparedness and recovery within its core design to avoid parallel frameworks and ensure continuity of decent work objectives under emergency scenarios. • Include a crisis scenario/contingency section (risk register, triggers, rapid adaptation protocols). • Establish a standing tripartite crisis dialogue mechanism and sectoral platforms for recovery planning. • Institutionalize decent work standards in emergency employment/C4W (OSH, wage setting guidance, grievance mechanisms, worker representation), in line with ILO guidance on crisis/resilience. • Clarify ILO niche in HDP nexus and humanitarian coordination, including where social partners contribute. - The new DWRP already incorporates a dual approach that links recovery response with longer-term institutional development. It is aligned with the HDP Nexus, clearly defines ILO’s comparative advantage, and is designed to remain adaptable to evolving crisis situation while supporting sustainable decent work outcomes. Recommendation 3: Integrate emergency response within DWCP. The next DWCP must address the continuation of recovery plans in a critical context, while making explicit the nexus of recovery efforts with longer-term goals that contribute to the set-up and enhancement of labour institutions of the State of Palestine. Beyond Palestine, ILO programming could provide guidance on how to include in DWCPs long-term scenarios, based on peace assumptions, and emergency scenarios, that pave the way for crisis adaptation and responsiveness.
