- Agree. Research and advocacy will be strengthened as a strategic DWCP component, with systematic dissemination and use of labour market evidence to inform policy dialogue, donor engagement and programme design.
• Institutionalize periodic labour market products (bulletins/surveys/briefs) and ensure they inform DWCP learning and adaptation. Widely dissmeninate amongst key partners stakeholders.
• Co-present knowledge products with social partners in partners’ meetings and policy fora to amplify workers’ voice.
• Partner with research institutions/think tanks/CSOs where relevant, and align outputs to UNSDCF ‘Partnerships’ indicators.
• Build social partners’ capacity to use evidence for dialogue, advocacy and bargaining (training, data literacy, research support). Establish periodic partners’ meetings and policy dialogues centred on ILO research outputs, including co-presentation with tripartite constituents to amplify the voice of workers and employers and strengthen evidence-based dialogue. Enhance the use of research for advocacy and resource mobilization, positioning ILO knowledge products as key tools to inform donor engagement, policy reform, and programme development.

- Recommendation 7: Upgrade research and advocacy as a strategic DWCP component under the UNSCD ‘Partnerships’ priority. The evaluation highlights high appreciation for ILO’s analyses, which have informed donor planning and international advocacy. It is recommended to enhance communication on ILO research outputs, including by presenting and discussing them in institutionalized development partners meetings. ‘Research and advocacy’ could be a new area of the DWCP framed under the ‘Partnerships’ strategic priority of the UNSDCF .
Action Points:
• Institutionalize partners’ meetings focused on ILO knowledge products.
• Partner with research institutions, civil society organizations, and think tanks.
• Align outputs with SDG 17 targets and UNSDCF indicators on partnerships and data.
• Use research products to support donor engagement, policy dialogue, and programme design.
