The ILO has been working with IFAD in designing a 2nd phase of the IFAD-ILO Integrated Agrobusiness Hub programme (called “ProAgro YOUTH” for countries in which ILO assures implementation). IFAD has launched a call for proposal for a spin-off project in Zambia and Sri Lanka which the ILO has won with project design being finalised in Q2 2026. For a 2nd phase of ProAgroYOUTH in the four initial countries, ILO remains in discussion with IFAD – a potential 2nd phase could materialise in 2026 in Malawi and Cote d’Ivoire.

To be taken into account for future project development, notable the potential 2nd phase of ProAgro YOUTH. The project design for Zambia and Sri Lanka includes a clearer articulation of the Agribusiness Hub model, including its role as an ecosystem connector within value chains and as a platform integrating skills development, labour market intermediation and enterprise support services. CO in Zambia (CO-Lusaka) and Sri Lanka (CO-Colombo) will operationalize the hub model during project inception by preparing country-level operational guidance and implementation modalities aligned with the overall programme design.
