- The ILO welcomes this recommendation and fully recognizes the importance of institutionalizing cooperative support tools within a clear and sustainable governance framework. Under the CSP project, the ILO has taken significant steps toward institutionalizing capacity development tools and methodologies. Through a structured Training of Trainers (ToT) and certification process, the ILO has developed and transferred a comprehensive set of training tools for cooperative development in both the agricultural and care sectors. As a result, 12 certified trainers from key partner institutions, including the Cooperative Work Agency, sectoral cooperative unions, and PGFTU are now equipped to independently deliver these tools and support cooperatives across different stages of development. Building on this progress, and pending on funds availability, the ILO will further strengthen the institutionalization of these tools by formalizing partnerships with relevant national institutions. In line with standard practice, the ILO will explore the development of Memoranda of Understanding (MoUs) with partner organizations such as the CWA, sectoral unions, and PGFTU. These agreements will aim to clarify roles and responsibilities related to the use, dissemination, and continuous development of the tools, while providing an overarching institutional framework to guide their implementation. In addition, the ILO could support the organization of a dedicated management workshop with key stakeholders to further define operational aspects of this governance arrangement. This will include discussions on sustainable financing modalities, as well as strategies for the marketing, dissemination, and scaling-up of the tools.

The International Labour Organization Representative Office in the occupied Palestinian territory and the Ministry of Labour should agree, document, and implement an institutional governance arrangement for the cooperative support tools developed under the programme, including responsibilities for staffing, financing, decision-making, and custodianship of training materials, assessment tools, and follow-up support, in order to prevent loss of gains during ongoing institutional restructuring
