- The ILO welcomes this recommendation and recognizes the importance of delivering capacity development support that is tailored to the different stages of cooperative development, sectoral needs, and target groups. Under the CSP programme, the ILO has applied a differentiated approach through the use of a suite of complementary tools designed for cooperatives at various levels of maturity. These include Think.COOP and Start.COOP for emerging and smaller cooperatives, My.COOP for more established agricultural cooperatives, and Care.COOP for care workers seeking to establish cooperatives in the care economy. These methodologies inherently reflect a tiered approach by addressing distinct entry points, capacities, and development pathways. In practice, the ILO systematically adapts these tools to the national context, sectoral priorities, and specific target groups prior to implementation. This adaptation is carried out in close collaboration with national partners, particularly the Cooperative Work Agency (CWA), ensuring relevance, ownership, and alignment with local needs. Furthermore, through the Training of Trainers (ToT) and certification process implemented under the programme, trainers within the CWA and partner institutions have been equipped with the competencies to independently deliver and adapt these tools to different audiences. This provides a sustainable mechanism for continued differentiated capacity development beyond the duration of the project. Building on this foundation, the ILO will continue to support cooperatives either through existing projects or through mobilizing resources for dedicated interventions targeting the cooperative sector.

The International Labour Organization Project Team should implement a tiered capacity development model that distinguishes foundational training for newer or smaller cooperatives from specialized coaching for more established cooperatives, based on verified needs assessments, and including tailored modules such as quality assurance, production optimization, business planning, and marketing, as relevant.
