- The ILO acknowledges this recommendation and recognizes the importance of addressing logistical challenges, mobility restrictions, and participation barriers, particularly for women with care responsibilities. Under the CSP programme, the ILO has taken steps to mitigate these constraints through the establishment of a Virtual Training Unit within the Cooperative Work Agency. This platform was designed to expand outreach, reduce the need for travel, and provide more flexible access to training opportunities. While this approach helps address part of the challenge, the ILO recognizes the continued importance of proximity to beneficiaries and in-person engagement for effective learning and coaching. At the same time, the ILO’s intervention model focuses on strengthening national systems and institutional capacities. Through the Training of Trainers (ToT) approach, the ILO has equipped certified trainers within the CWA and partner institutions with the skills and tools to independently deliver training and support to cooperatives. This model is intended to enable decentralized delivery, as national trainers are better positioned to reach beneficiaries at the local level and adapt modalities to their context. Going forward, the ILO will continue to support the operationalization and effective use of the Virtual Training Unit, including through monitoring its utilization and enhancing its content and accessibility. In parallel, and subject to the availability of resources, the ILO may support the rollout of structured coaching programmes implemented by certified trainers to provide more continuous and localized support to cooperatives.

The International Labour Organization Project Team, in coordination with the Ministry of Labour and the Cooperative Work Agency, should prioritize governorate-based delivery of training and coaching, with predictable schedules and follow-up sessions, to reduce travel time and transaction costs and to improve continuity of participation, particularly for women and participants with care responsibilities.
